Gilgamesh have Conceptual Weapons in his Gate of Babylon. Almost every Noble Phantasm is a conceptual weapon: Gae Bolg, Ea, Durandal, Gram, Fragarach, etc. The NPs he doesn't posses are those that are the embodiment of a leyend or myth like Heracle's God Hand or Medea's Rule Breaker. As for why he doesn't have Excalibur... well that would be spoiler from Extella and Lostbelt 6. But basically. Without spoilers is because Excalibur don't have a prototype like the other NPs.
