When we watched this for the first time in theatres, we all thought the same thing you did. That they were making Bebop and Rocksteady, we were all just as disappointed when it was Toka and Razar. I could be remembering this wrong, but Bebop and Rocksteady were NOT part of the comics but made for the cartoon. The movie only had rights to the comics.

Power Rangers was a fun movie. If you want something special with significant practical effects and comedy, have a look at Short Circuit. I guarantee it will amaze you. If you like it, there is a part two.
