picking randomly between 1 and 898 would keep the pictures a little more diverse. Starting from one would mean going through all 3 starters evos.

Yeah that's what I was thinking with that option, especially if there'd be people that'd wanna see the later pokemon a lot more, since the list method would take forever to get there and could possibly never get there!
