If there’s ever gonna be a meaningful change to hero society, he needs to either amass an army of followers or stop what he’s doing right now. If he doesn’t have any intention of changing things, this act is only gonna make his situation a thousand times worse. No way he’s getting away with murder forever. Like it or not, the bastard did surrender. It’s on thing if he didn’t get the chance to, it’s another thing entirely to strike him dead while he’s no longer a threat.

We’re still kinda running the more edgy route, but you’ve backed off a bit which is good. However the commentator talking about him needing to think more about his actions is correct. He’s being too impulsive - at least what you’re writing is indicating that. Especially given where he is, who he is, all the context. Real change can be enacted through what he’s currently doing but it’s a vicious and messy path given everything. Not sure if he’s thinking through that.

He isn't. Yuta beating him up after the fights over, the guy just tried to kill him alongside many other innocents, yet laughs arrogantly expecting to go Scot free after it. Yuta's actions are one due to the guy's arrogant demeanor of just expecting to walk away after nearly killing many people with that stunt he pulled and also due to his own repressed feelings from the train incident. Also he is not going down this edgy route. He is just currently depressed.
