With 5 mil I think the easiest way is to go around and offer 1k to homeless people to put on little Santa outfits on rats in packs of 100, and if they can prove they did all 100 then they can get 100 more suits and a 5k bonus. If they need gear I'll provide. And I will help as well. To buy the costumes I'd be using a lot of the 5 mil buying little Santa dolls and stuff from the local mom and pop shops I can find first then move up to corporate companies

Here's how I would get a significant number of new York rats in Santa costumes with a weekend and $5,000,000. Friday, go purchase 3000 rat sized Santa costumes, and hire 300 New Yorkers for the Saturday, Sunday and Monday, giving them $10,000 for the three days if they can suit up at minimum 10 rats. Then I put the remaining funds in the stock market for the weekend.
