The flame-formed phoenix scratched its head humanly, then gave up thinking.

Vill-V activated several antennas in the distance, emitting blue light that intervened in the Honkai dead spot. What exactly is the Sovereign of Will?

In Honkai Gakuen 2, it is the final boss of the first storyline (Rebirth Chapter), an entity capable of controlling vast amounts of Honkai energy, appearing to others as if Honkai energy itself had gained consciousness.

People tend to give religious explanations to phenomena they don't understand, so it was once called the "God of Honkai" or "Will of Honkai."

In reality, this thing is an energy lifeform from another world. That world had already been taken over by energy lifeforms, and the leader of these energy lifeforms is named the "Sovereign of Will."

At the very beginning, the civilization of the energy lifeforms discovered the substance known as Honkai energy. A division within their civilization arose over whether to use this energy.

Following this division, the two opposing sides waged a devastating war. During the war, a series of weapons were created to enslave, possess, and control the enemy—these weapons eventually went out of control, becoming the first "Sovereign of Will."

They truly embodied the Herrscher of Corruption's phrase "spread, permeate, fill every corner of the world," endlessly expanding and destroying like cancer cells, until the very end of the universe.

Thus, they "unified" their world, leaving the universe full of the ruins of civilizations and energy lifeforms transformed into entities like themselves... or rather, they became the universe itself, making up everything in it.

The Sovereign of Will can command all of this, meaning its resources are, in a sense, unlimited.

Thereafter, the Sovereign of Will decided to expand and spread to other worlds—a highly challenging endeavor, almost impossible even from the perspective of the Sovereign of Will itself.

But they were determined to do so (or perhaps their nature of expansion and destruction drove them to it). It sounds like the Sovereign of Will's setup is so ridiculous that it's almost invincible, so how did the protagonists of Honkai 2 win in the end?

As mentioned earlier, crossing worlds is a very difficult task. The Sovereign of Will expended a great deal of effort to create a passage and infuse Honkai energy into the world of Honkai 2, with a clear purpose.

Through the Stigmata, people could transform one substance into another using Honkai energy. This process was termed "wishing" and "response."

Performing wishing and response was the power of the Stigmata, an ability modeled after the "Holy Maiden’s Power"… The true "Holy Maiden’s Power" involved wishing followed by the response of numerous souls, resulting in a much more potent force capable of changing the world.

It is a form of soul-manipulating power and the fundamental force of the Sovereign of Will.
