The reason why Toji (dude’s dad) is there is because the dude with the Mohawk has an ability to copy everything about an person that has died (kind of like Mystique in a way) but only with the help of the grandmother.

its not the mohawk dudes power its the grandmas, shes just using her technique on her grandson to change him into whoever she channels via the seance. Most likely cause she too old to be physically fightin like that and or it makes her seance power stronger if shes able to fully focus on channellin the person instead of doing it and controlling said person mid fight

Also, Some techniques are passed down / Inherited from family ( like Gojo's infinity or Megumi's Shadow Style hand puppet thing ) While the rest are all random / Innate techniques that you are just born with ( like Todo's clap teleport or Kugisaki's Straw doll technique )
