She could have a coworker in a much more glamorous part of the department, like a SWAT member, then you could do gags about how she failed to qualify for that position herself for obvious reasons, or not so obvious ones.

All the above seems right, support definitely disguises true size, so this is likely right. A flatmate seems likely, I don't imagine parking enforcement pays enough for her to get a place by herself easily. Coworker interaction could be interesting, some friends some who are less supportive of her, even ridicule
