The person at the end is Warp, one of the people Charlotte was training with before she was petrified.  Warp's outfit is different because I thought she'd have changed it in the last two years, and her old outfit wasn't very superhero-y.

No dialog in the last two panels, yet, but Dr Mae is sending Charlotte off to test her powers with her old teammate.
