Yes. Pedersen's rifle that competed against JCG's rifle (that eventually became the M1) was also a toggle-lock, and he couldn't overcome the need for lubricated cases [in his case, wax-dipped, iirc.] No primary extraction means you have to do *something* to prevent the rifle from ripping off case-heads when cycling; in the case of the roller-delayed G3, they used a fluted chamber to "float" the case to make it easier for the rifle to extract.
