Also a bit of process here in reverse order in case someone's interested.
Generally these are the steps I do:

1. Sketch lines
2. Base color and background (background helps set the mood and color tone of the drawing before I start shading)
3. Shading and hilight
4. Merge the sketch lines + base color + shading + hilight layers together and then clean over it (but still keep some layers separated for convenience e.g. there are 'BG', 'Body', 'Head', 'Jacket' layers, etc).
5. Add some additional effects and final lighting touches
