My guess is something to do with the ability to revert back after the game is over and they lost. Initially, I thought it had to do with being unable to transform in general, but that was disproven. It has to do with the transformation itself, because of the line in part 3 about the wish working, and the opening about wanting to lose. If Eagle had gotten the mind wipe, she wouldn't have been able to enjoy it, which is why they were hesitant to reveal that they wouldn't go all the way. The ending seems to confirm this as well, implying that Eagle's transformation was temporary compared to the others. The exact verbiage would likely be something like "I wish to be able to play this game as many times as I want without my transformations being permanent."
