My assumption with Red Hawk was always that the speed, heat, and friction from sending out the punch in Gear 2nd, causes Luffy's arm to ignite.

Damn I almost forgot how the anime did sanji dirty in this scene , in the manga MARCO says "here comes the StarS" with both Sanji And Zoro flying over him, focusing on Both of them ! It really meant something for Marco, the 2nd in command of the Whitebeards, to be saying that about The 2 wings of the Future pirate King
