She didn't notice one small detail... The bus which was going closer to Cathy.
The distracted bus driver had already braked as hard as she could. But it's impossible to stop a multi-ton bus within a few meters. There was a crash. It wasn't much of a crash, as the bus was no longer going full speed, but even that was enough to make the driver hit the steering wheel. When the driver looked to see what she had hit, she saw Cathy... Cathy and her giant balloons coming out of her torn costume.
