Yeah Luffy is usually to dumb or focused on something else to do that. Would make more sense for nami to read it and Luffy not really paying any attention until she brought up something interesting.

The world is not prepared for a whole crew of Lunamis. Love the designs! Especially the twins and the red/black haired eldest daughter. They could really wreck stuff up I'm sure. And since Luffy misses meat so much, he could put that legendary desire and big rubber mouth/tongue toward orally pleasing Nami.
