The boy kagari talked back then clearly sounded like Okabe. Safe to assume Okabe learned the song from Kagari and the song is a time paradox.

I think Okabe's Reading Steiner first activated in 1999 (or 2000), which could fit with that chance meeting with Kagari in a different world line where she taught him the song. Then Okabe's Reading Steiner procced after hearing the song? So that's how he disappeared so suddenly?
