When Holtz talks about not showing mercy at the end of the episode, My interpretation is that a quick death would be too merciful. Now that Angel has a soul and a child, he can be made to suffer in ways that Angelus never could. Whatever Holtz is planning to do is going to be far worse than just killing Angel, and it will be merciless.

Small reminder: Darla made peace with dying after Angel tried to get her that second chance. Wolfram and Heart brought in Drusilla and turned her into a vampire against her will.
