Just so you guys know and in case you forgot, fighting Kaido was NEVER the plan. It was maybe LUFFY'S plan but not Law's. As Law implied to Smoker in Punk Hazard, he wanted to USE Luffy for personal gain/vendetta, he had planned to break the alliance once Luffy outlived his usefulness. However he got caught up in the Strawhat's pace. In the manga it was stated that even Luffy+Law together would have less than a 30% success rate of defeating Kaido, however this line was changed in the anime into "a very low chance".

I actually don't think Fujitora is that loyal to the Marines and WG. I always thought of it more as doing it different than what happened in Alabasta - the Marines got all the credit for "beating Crocodile" even though it was the Strawhats. I think Fujitora dislikes that. He hates the system, and he wants to show just how flawed it is and hope that it will lead to the abolishment of the Warlord system, even if he has to gamble the lives of everyone on the island. If he goes and defeats Doflamingo, another corrupt Warlord will pull the same stunt in the future. But if he gambles on Luffy and he wins, then the flaws are revealed to everyone. He is an Idealist who is willing to sacrifice Dressrosa for what he sees as the better good, that's my interpretation.
