All the Boots that FIFER has in his Boots Mod, I believe are made by me... we have a partnership where he has permission to use our boots, so it will be impossible for him to release a Boot before me 😅

There's no way to know for sure, but looking at past games, FIFA23 & FC24, I'd say no... since FIFA23 went up to T.U.17 and FC24 T.U.18.3
