He used the filters! Now just need to give the dealers a gun to defend themselves. But we all know that won't happen.

As someone said before, hopefully the bug of the cartel not showing up can be resolved

The cartel not showing up happened to me also as they were added after the save was created. I started again and then used the console commands to get me back to where I was, so I didn't have to do it all again.
