Leon is being a bit of a hypocrite here. He has done the kind of creation gus is talking about multiple times. Yes, he hasn't created life but he can't claim that none of the things he made on instinct aren't dangerous when he's made a keyblade, one of the most powerful magical conduits in fiction.

Leon isnt really the driving force behind the discomfort, Zee is. The main issue is that Zee UNDERSTANDS necromancer. She doesnt have the context to know how Leon's crafting works well enough to be worried, but she knows that Murder Golems are dangerous.
