FWIW they've made changes in recent years that I think are really consumer-friendly (being able to gift memberships and make discount codes might be my favorite changes they've made), but then stuff like this just seems incredibly ass-backwards. Maybe it's the copium but I'm really hoping to see fewer policy changes like the one outlined in this post and more like being able to gift memberships.
