Yes the bracelet keeps hope from using magic. It is the bracelet that Kol and Davina made back in season 2. After that they transferred the power of the dark object shackles that they had used against Kol and Finn (in Kaleb and Vincent's bodies) into the bracelet, because the shackles were too big for Hope as she was just a baby at the time. The purpose of this was to hide her from Dahlia

I loveee this season, I was going to say myself at some point about the spoilers this season would bring to TVD, however, I am glad you are aware now! The Mikaelsons have done horrendous things in their time, but the way I see it as well is that the majority of vampires have killed people (someone’s mum, dad, brother, sister etc) in a revenge scheme of some sort. So although they have done awful things in the name of family, the majority of vampires will have killed someone’s mum just because they were hungry for example. I know that the Mikaelsons have done more sadistic things, which I’m sure a lot of other vampires have done in time aswell. I don’t want to seem like I’m defending their behaviour, but at the same time I feel like every vampire has a victim and/or multiple. Idk if that makes any sense🤣 but I do completely understand what you mean when you say how they justify it because it’s ‘what we had to do’. I don’t agree with that motto at all tbh, cos as you said you can justify literally anything with that!! But loving your reactions as always Harry!
