Yeah, to answer your question, this is a 3ad animated show with rendering/shading creatively made to have it appear as painterly and drawn. Exactly like their concept art

Once you're done, there was a recently released documentary/bts about the creation of the show on the League of Legends youtube called "Arcane: Bridging the Rift." It goes over the animation style and process used but is mainly about the story of how the show came to be. It might be an interesting thing to watch after the series. Each ep of the doc is about 25-30mins long
