After some time working with Namatame in the town of Inaba, Yoshida has become the mayor's trusted assistant, simply going by the name Tora. Namatame invites Tora to join him on a visit to Tokyo, with Tora jumping at the chance, seeing an opportunity to meet with the Phantom Thieves again. However, a curious Namatame sees Tora inspecting the strange app on her phone, and before Tora can stop him, Namatame accidentally triggers its effect, causing another shocking transformation.
