"controlled Substance" implies that the medical officer or similar already kept a supply for taming Bex's hair. Now that they know that Keit needs to consume a compound of sodium chloride, potassium iodide, and magniseum carbonate for HER health (and pleasure), and Bex's hair can be tamed by exposure to the trace amounts left in Keit's sweat, they can just furnish Keit's diet to tame Bex's hair, with occasional direct infusions to Bex as needed. ;)
