A snake shoe might be the solution - with some kind of sole to glide on. Putting it on might be a true challenge - shoe straps, Velcro fastener or slippers?

My take would be to make a dress for the upper body and ignore the tail, anything ON it might slip off, anything UNDER it might get in the way of actually moving. And with her having clear hips, we have a body form we can work with easily. Sun dress Snake!

Reminder that snake people are well suited for sleeping bags! Also if you prefer, someone in a sleeping bag is well suited for turning into a snake, by growing to fit their container.

How about normal shirt and skirt around the humanoid parts up top (in front?) and something articulated in sections so the tail isn't impeded, but is also protected from the ground. I am invisioning attachments sort of like crampons, but not spikey, that link together along the tail

As one of the concerned my recommendation is to not cover the bottom portion of the tail, for the same reason Keidrans would usually not wear shoes and such. Something similar to a saddle construction (or rather the soft part under the saddle) would work nicely, but needs to be segmented or very flexible to accomodate tail movements. A ribbon or such around the tip of the tail is a very fashionable accessory however.

You're overthinking this. Just measure the torso, and hips. You don't have to measure the tail at all. ..or maybe I'm the one overthinking this?

When in doubt: fishnets. Doesn't restrict the scales needed for movement, can be decorated with beads, gems, patterns or lace at will, doesn't hide the natural scale pattern, and - with magic or science - you can use them to control ambient temperature by coursing hot/cold through the threads.
