Hmm I think its more of a question on whether they want to risk conflict with a legendary threat for what is really just noncitizens. Time to see if Genzo's endorsement is important enough.

Oh. My. God. We knew Valrok was not leader material, but I did not expect this level of idiocy. Like he actually thinks this is going to work, or barring that, that he can A). Fight an entire highly advanced army in charge of protecting a superpower’s food production. B). Suffer no devastating retaliation. Even if he does manage to win this fight, there’s no way the empire is just going to let that slide.
