What does the 'Join now' in Mass Transit mean?

Mass Transit takes place in a setting I'm building lore for w where hyper-pregnancy and surrogacy are encouraged due to the need for a larger population (due to war, space colonization, post disease, still working out the specifics). The "Join Now" poster is one of those propaganda pieces supporting one such program.

Kind of sounds like Zaharoff Dynasty, a commission series I'm doing. Except after part one the breeding class starts to become exclusive, consolidating its power and discouraging people from applying.

All of these are excellent. But the Mass Transit one along with the story is an all time classic!
