IIRC, in the LN when Jinwoo first does his shadow extraction, he ended up popping out in the middle of someone's serial murder attack and saved the woman being targeted, then his flight to the hospital caused a HUGE hunter emergency because people saw Kaisel and started calling the Hunters Association (and news outlets) reporting a giant shadow flying through the air. They are able to clear everything up the following day when he flew to the guild on Kaisel and people saw him with it. I understand them not doing the 'serial killer' thing as in the LN it was just there for a reason to send the shadows on patrol - you know, mentioned offhand twice or whatever. I do wish the kept the Kaisel panic thing in, though. Also, the dude with the mask has the same "mana sense" as Hunter Cha, just so much more powerful that people don't think that he can even stand the scent of his own mana.
