Any one visiting Unova who isn't a local and only knows the gym leader is a bug type would probaply believe Rosa's that city's gym leader if they saw her in that outfit. Gym leaders in this series HAVE worn stranger outfits after all. And that would make me wanna challenge the gym more in hopes that she was the leader if I was a trainer. 🖤
