If Xi Jinping plans to step down and appoint a new General Secretary, could he do so by establishing a joint command of all Chinese military branches, placing the new General Secretary in charge and making them the most powerful figure in China with the authority to initiate a war against Taiwan? Alternatively, would such power only be granted to the head of the joint command, effectively allowing Xi to enable a coup against himself?
