Of course the Federation doesn't have "death camps", but the fact that the Klingons believe they do is a reference to real world instances where soldiers have been fed such lines about their enemies to discourage surrender. For example, Japanese soldiers who surrendered to Americans in WW2 were surprised how well they were treated, because they had been told by their superiors that they would be tortured and killed by the barbaric Americans.

BTW, funny thing in this episode. Right after Chekov attacks the Klingon woman, when he's thrown against the wall, if you look at the wall, there are hand prints from Chekov that were made by Mara's makeup that ended up on his hands.
