The real life Kramer, Larry David's former neighbor, had a Kramer Bus Tour, trying to cash in on the Seinfeld fame. That's why Jerry says, Nobody wants to go on a bus tour of a real life person". They stole the idea from him, among other stories from the real Kramer.

The bit at the end with Newman being the "cleaner" is a Pulp Fiction reference. They're parodying Harvey Keitel's character who was also called a cleaner.
