Ah - my two favorite fictional characters. I think the premise is flawed. It implies that Superman being a symbol of hope, as beloved and inspiring as he is to the people in his universe, is doing harm. It would also imply that Batman's sole tool is fear, to produce order - when it's really rehabilitation. He does use fear as a weapon, but he creates order by tackling the systemic issues that create crime - he gives and creates jobs, he builds affordable housing, free clinics, he makes food cheaper and more accessible, etc. The other problem is that the question is which does more subtle psychological damage. Batman is not subtle in his usage of fear, it's very explicit and overt. The answer is Superman by default, if you must choose one - but the only people it would apply to are people like Lex - whose reason for crashing out is that Superman's presence and how much people love him, hurts his ego as the (not actually) smartest man in the world - it makes him feel less important. No matter what logic he gives, it all comes back to his ego.
