Master Lee is suggesting that Bu-yeon never lived. Jin Seol-ran's soul was still in the ice stone when Lady Jin used it. Her baby was already dead so when she used the stone, Seol-ran took over the dead fetus. Like how Master Lee took over the dead body of that little boy in season 1. Bu-yeon never lived and was always Seol-ran in that body. That's why she was always so powerful and blind, cuz Seol-ran was blind. So technically, it's not a reincarnation because Seol-ran never died. Her soul stayed alive in the ice stone this whole time. I'm sure Lady Jin is still in denial.
