it's not that georgia doesn't want joe she just feels like actively going after something she might personally want is selfish because of her kids. even tho she does love paul his status and his money is also a benefit. which is why georgia said to ginny "sometimes love isnt enough" in her eyes joe doesnt match the criteria for the life she wants. but we don't know shit about joe's life, we don't even know his last name, which will probably be revealed later on and lead into him and georgia finally getting together!
