From what I understand there is a good reason to not perform an exorcism on the undies because the spirits are not moving on normally it might just destroy the souls rather than them calming down and passing on back into the cycle of reincarnation I could be mistaken on that as I don't know the related religion's enough to know 100% but I have seen it being a concept in quite a few things although that might be a modern media thing

So, about the briefs, unfortunately, one, exorcism isn't safe, the one performing the exorcism is under quite the danger, and of course, the stronger is the thing you're trying to exorcise, the greater the risk, if the briefs, by itself, isn't doing/causing anything, it really is best to just leave it alone; two, exorcisms aren't always successful, one mistake, and it could mean the death of the person performing the exorcism, and/or the destruction of the vessel (the briefs), releasing all the souls, their hatred and all that into the surround environment, which would be bad. On a more positive note, or a possibility I should say, is that the briefs don't need to necessarily have the souls of the people killed, only their hatred and resentment, the briefs then only being a vehicle for some negative emotions. Look at it this way, the while haired boy that became the evil eye, only had his underwear, and as overtime he took the negative emotions of everyone sacrificed upon himself, his underwear kinda became the catalyst of those emotions, so the boy is the only soul, who carries the burden of the others . . . in the form of briefs. So looking at it this way, the soul of everyone else have already moved on, leaving only the resentment, thus, you don't need to feel bad about them. That said, I may sound like an expert, but I have no authority on the subject, so it's perfectly possible that I'm wrong.
