One of my friends literally had a teacher like him. He was so weird. Just really innapropriate. Thankfully in horimiya the characters call him out cuz I've seen anime where the teachers are even weirder but it's not even adressed.

We used to bring whole cakes in school for our mates' birthdays! occationally though. like we threw a party for our favourite teacher with cakes and drinks. we were called out for the noise we were making but not for the food haha

So uh.. not that I'm trying to make this better, cuz I can't, but to make the teacher wanting to examine Hori and Sengoku under suspicion of fraternizing is one of those cultural jokes you have to know to make the joke land even a little bit lol so traditionally, as with most patriarchal cultures, it was bad for young unmarried couples to sneak around. I think it was up to the meiji era? But nobles, Geisha houses, and school houses, if they caught one of their young folk running around with another after hours, they would do full body exams for hickeys, red marks, flushing, and well.. you know the rest lol so ya, it wasn't a completely random out of left-field perv moment, but a joke on what teachers used to be like if they caught a boy and girl after hours. Still under the context that he's a perv for using old methods as an excuse to look under Hori's skirts, but not quite AS horrible and random as if he just decided that was something to do, if that makes sense? 😅 but ya, um.. probably one of the worst deadpan jokes in the show lol just cuz it can't really land well if you don't understand the whole picture. In general, the teacher himself is meant to make fun of creepy teachers, which surprisingly, there's a lot of. I definitely have a teacher like him growing up, but not as likeable or quite so blunt and open about it. The worst is when the female teachers are weird and creepy, because society has a harder time pointing out "actually, no, ya.. it is a little weird for this teacher to force her P.E classes to undress in the locker area, underclothes or no, when there are shower changing rooms or bathroom stalls just 10 ft away, and also preferred to physically manhandle everyone to make sure their posture or alignment was right, but always did it in a really weirdly inappropriate way" 😶 yaaaa 7th grade P.E is one of those classes that got me in legal trouble for truancy, because I outright refused to attend it for those reasons. Tried talking to the principle about it, tried using the accommodations for my disabilities, but he was adamant that rules are rules and whatever the teachers say goes. Her excuse was safety reasons, but I felt like there's a lot of other decisions that could've been made besides forcing everyone to undress publicly. Long story short, this is meant to be funny in a relatable "we all have a teacher like that" kinda way and a "can't believe this used to be a thing" kinda way
