George and Dave's idea behind this arc was the Jedi would train all these rebels and freedom fighters on Separatist occupied planets. Eventually the Clone Wars ended and the Empire took over. Eventually Bail Organa and Mon Mothma would unite all these Rebel cells into the Rebel Alliance. Its ironic that the Republic trained these Rebels before it became the Empire which means they unknowingly furthering their future demise. That concept of the Jedi supplying arms to the Rebels to shoot down Droid Gunships is based on the Soviet-Afghan War when the US supplied stinger missiles to the Afghan Mujahideen to push the Soviets out of Afghanistan. Eventually Al-Qaeda would form out of the Mujahideen and attack the very people who helped them win there war with the Russians. Watch the movie Charlie Wilson's War which is the inspiration behind the 4th part of the arc. This is also where the Jedi start to take a step back as generals and more as advisors/peacekeeprs/protectors like they were before the war. in fact Ahsoka told Lux the same thing Qui-Gon told Queen Amidala "I can only protect you but I can't fight a war for you". You said the city looks like Rome and you're right. The design of Onderon is based on Ancient Rome and even the King's design is based on a Caesar.
