Very dependant on country, and in some cases where in country you are. The more tourist trap locations tend to be more moarally flexible than most of the country itself... in some cases, in others not really. Very dependant on the country you are in, and what kind of restaurant you go in. At least here in Finland the checks usually don't come with suprises but are still very salty. Thus we drink, which makes us even saltier when looking at the price.
