If you're saying that she's dressed as Arthur, at the very beginning, when he moved in with Erika and Sophia, he was warned explicitly to NOT EVER try to make a move on them. So, even if the two girls are sending him clear signals, he still has to wait for one (or both) to officially cross that line.

I don't know what happened at the beginning of the comic, but mothers frequently offer helpful advice concerning relationships (interfere in their daughter's love lives), which can be pure comedy gold.

He does care and it was actually Sophie who is doing the blocking due to her feminism, if you remember page one of the comic and a few others like Arthur one handing a heavy weight. Erika has been the most consistently thirsty for Arthur and is way ahead having actually kissed Arthur and slept in his bed with him (though nothing sexual happened). it's only recently Sophie has become interested. But her pride won't let her. So nope not Arthur's fault.
