Sorry this is late for those of you who may care. I would like to continue my ongoing suggestions for the organization of Echidna’s nation, for which I previously proposed the name ‘Galactic Queendom’ (though I’ve been thinking the name ‘Star Queendom’ might be better). This time I would like to focus mainly on the local, planetary scale government. Newly founded worlds will almost certainly reuse the system on Vallia, with mayors of arcologies (or similar regional rulers) elected by those they administer to serve a term in office (I can’t remember if there’s been a time period established but I recommend using 10 year terms with no term limits, but also no 3 consecutive terms). Each of these has a daughter of echidna assisting them, with their relationship varying from the daughter being basically a secretary, to the 2 being co-rulers, to the elected official being a puppet and the daughter is real leader. The mayors and representatives collectively make up the senate (although it could be called, council, court, cabal, parliament, or other term on different worlds.) for a given world, with each section overseeing it’s individual laws and law enforcement, as well as other policy on this level, with them voting on planetary policy. If 2 of the arcologies or regions have a problem, they will likely bring it to the senate who will then vote to end the dispute between their peers. Seleen is currently the ‘Regent of Vallia’, but since that only works for one world (and she will likely become regent of Echidna’s whole nation) I think their will need to be a position equivalent to the imperium’s own Planetary Governor’s (though that is a blanket term as many have their own individual and grandiose title). I don’t know whether he will be elected from among their peers in the senate, or appointed directly, but I think either could work and would likely be chosen depending on the importance of the system, availability of candidates, and unique circumstances. I will call this theoretical position ‘Magistrate’, and expect they would act as a spokesperson to larger state and the officials above them, deciding vote in a deadlocked senate, and able to make certain executive decisions in a crisis (overseen by their assigned daughter) The world’s under the T’au that are being ruled on Echidna’s behalf will likely be absorbed alongside the Velk’Han Sept in the future, but echidna may begin taking worlds under her direct rule before then as she first codifies her nation and makes it able to rule several of the surrounding worlds, most likely re-purposing existing roles in the T’au administration by filling them with her daughters. She could then possibly transition them into the system she uses for her own worlds. A new world conquered from the imperium by Echidna, when and if that happens, would likely mean echidna dismantling everything and starting over. In the case of hive worlds likely abandoning the hive cities and moving the population (teleporting) into arcologies. To prevent infighting, she would likely teleport each class (nobles, merchants, workers, mutants/slaves) of a given area, hive, or city, it’s own archaeology, while also either breaking up or killing the criminals depending on what they do, and on most former imperial planets would give them a period under the rule of the daughters before elections of any kind happen-probably a generation. However, a world that theoretically willing inducted from the imperium, or nominal independence, directly would will probably run itself either based on whatever systems already existed, most likely some form of aristocracy or oligarchy, with changes ensuring that everyone will have a sufficient quality of life and increase efficiency, and probably some purging of nobles for loyalty reasons but also to ensure the competence of leaders-who would then likely have one of the daughters assigned to them. It is unlikely she will be able to transition to a democracy because the imperium’s people doesn’t have the correct mindset to make it work, but this system would probably be integrated on the promise that at least some of the existing leaders remain in power so that might be redundant.
