My father was in the Air Force, and we were stationed in West Germany when this happened. We were told to limit the time we spent outside, and to specifically avoid being outside when it rained, and to not let children splash in puddles. I was 8 and remember feeling like the "grown-ups" were overreacting. Wasn't until much later that I learned how real the danger was.
