Tsunade strikes a secret deal with the 4th Raikage. One night in exchange for Konoha's welfare. Eventually, it become's a regular thing for the kages. In the QOS version, there's a japanese character '雷'. It just means thunder, or in this context, being owned by the Raikage 😁
