This is Anar-Kee, king of the Dracervan Kee Dynasty, checking on one of their civilizations. Matters in the higher plains made it necessary for them to seed new worlds. However, the alien does seem to visibly enjoy his visits as he plays with one of the cities using his highly advanced tech.
