Oh I always thought those places where outside the dungeon. Are the Inn placed jsut before the entrance of layer 2 ? And the Tavern just before the entrance of layer 3 ?

The inn is located near the entrance to the first layer. It's basically right next to the town. The tavern is situated around the early to mid section of the second layer.
