She needs to gain an advantage over the bigger, stronger foe. Start with trying to blind him with the light spell. Water dragons are at home in dark deeps, so too much light is intolerable.

Undertale style.... nice so then fight and get ready to dodge. Stage is set, cool water flowing, you are filled with determination.

Knowing basic dragon logic its underbelly should be the weakest point on most dragons. Act: blind it with light sphere first

SPELL LIST!! YAY!! I feels smart again! :p (sorry, had to dork) But anyway, my action suggestion is to bait and dodge with little care what behavior you use to bait, but stress on the dodge part, more as an analytical move than actual evasion. I know this idea increases the possibility we will get hit, hard even, but learning his strike pattern will boost our next dodge, and the next after that. I suppose it might be simpler to say "Study his Attack". "When your attack sucks, make his worse." - I forget....
