I don't understand why you have the extra panel borders for the bottom panel.

It's a style of panel design that emphasizes a downward pan of the viewing perspective. Were it an animation, the camera would start at Celestia's horn and sweep down to reveal the lower scene. Without the panel borders you're just given a single static image that does not convey that motion.
