You can see that the NPC doesn't bring up the option to talk about the silver swords until we get the quest.  

When the option does come up, we talk to him, we read the dialogue then can't buy it.  When we talk to him after, we jump straight to the choice to buy or not buy or read the dialogue again, giving the player agency to just buy it without having to read the dialogue again or reminding themselves who this guy is.  

Once we buy the armour we're able to go the guard at the mountain who  recognizes wearing this item!
